Tony graduated in law from Monash University in 1976 and was admitted to practice in the Supreme Court of Victoria in March 1978. He became a partner in Purcell, Balfe & Co in 1981, and subsequently in the merged practice of Purcell, Balfe & Webb in 1989.

In 2001, he became the principal of the current firm of Balfe & Webb. In 2019, he sold the practice to Greg Lay but has thereafter continued as a consultant to the firm.

Tony practices extensively in commercial and business law and trusts, commercial and retail leasing, and estate administration.
